मुसलमानों में खौफ पैदा करके उन्हे वोट के लिए अपनी तरफ करना - यह कांग्रेस की पुरानी साजिश रही है। नेहरू के जमाने से। 1952 के चुनाव के बाद पहली लोक सभा में 2 मुस्लिम लीगी जीते थे (वह दल जो पाकिस्तान को धर्म के आधार पर मांग कर रहा था) और 7 या 8 लोग जनसंघ, राम राज्य पार्टी और हिन्दू महासभा से जीत कर आए थे। नेहरू ने अपनी प्रैस कोन्फ्रेंस में कुछ इस तरह कहा कि जिससे आशय यह गया कि मुस्लिम लीगियों से हिन्दू को ज़्यादा भय करने की ज़रूरत नहीं है। भय तो यहाँ के मुसलमानों को इन दलों से करना चाहिए और मुसलमानों को कोई बचा सकता है तो वह सिर्फ कांग्रेस पार्टी ही है।
कांग्रेस की इस बात को, इस रणनीति को कोई समझ पाया तो वे लोहिया थे। 1963 में उत्तर प्रदेश मे तीन उपचुनान हुए लोहिया, कृपलानी जी और दीन दयाल उपाध्याय (जन संघ) इनमे खड़े हुए और तीनों ही जीते। कांग्रेस तीनों जगह से हारी। यह भी याद दिलाना चाहूँगा कि '66 से '67 के बीच तीन लोग जो कांग्रेस के बाद के हुक्मरानों (नेहरू - इन्दिरा परिवार) को चुनौती दे सकते थे - लोहिया, दीन दयाल उपाध्याय और लाल बहादुर शास्त्री जी - तीनों की हत्या हुई।
अपने चुनाव की जब लोहिया घोषणा कर रहे थे तब उनकी प्रेस कान्फ्रेंस का एक अंश यहाँ ज्यों का त्यों दिया जा रहा है।
Lohia Press release, Delhi, May 2, 63: The high stakes involved in the by-elections became slowly evident to him. ‘I know that nothing short of a people’s soul is at stake. He thought it can make or unmake the government. ‘The war with China clearly has proved that India is burdened with government of inefficiency, arrogance and national shame. Humiliating defeats at the hands of China have made this government more brazen still and not the slightest evidence is there of that remorse which is a first step to correction of old errors. Success at the bye-elections would transport the government from arrogant inefficiency into lunatic arrogance. That is why it s necessary for the people to save its soul and to accept policies of a joint end to capitalist and bureaucratic exploitation, pricing so that necessities sell at no more than one-a-half times their costs of production and farm produce fluctuations do not go beyond sixteen percent in any single harvest, immediate abolition of English as medium, preferential opportunities for backward groups, sacred guarding of frontiers and true non-alignment in place of alternative service that splits the nation…As the contest has progressed, I am seized above all by the implications of these bye-elections to the Hindu-Muslim question. I had indeed known that, to the Congress party the Indian is only a voter and all manipulating of caste, language and religion are permitted. I had also known that this party had inherited for internal use the British
maxim of divide and rule. But i had not known the extent to which this crime could go. Undoubtedly, the JS and Muslims have been separated by walls of misunderstanding and suspicion. What the Congress party does is to fortify these walls and raise them highest. This strengthens the Congress voting position and darkens the JS and Muslim minds further. …The violence and wholly unmerited attack of congress propagandists on me has revealed the whole situation to me as under a flood light. I am sized with the passion to dissolve these suspicions, to lower these walls of understanding, if we are unable at the first shot to abolish them. Should the Congress suffer defeat at all the three bye-elections, i am convinced that this would somewhat cleanse the JS and Muslim minds towards each other. I will do what i can to promote the glory; for their and similar developments on the other side of the frontier may pave the way to an Indo-Pak confederacy. I am going to Amroha and Janupur in an effort to communicate my passion to the electorate. I hope that all forces of good-will, secularity, humanism and national integration will share in the effort.’
